What is the language of contemporary politics? What is its grammar? In the case of the European Union and multilingual cities like Vienna, which language is it? Is it really possible to have a sophisticated political dialogue using what basically amounts to a pidgin? When will enough European citizens be able to follow a political campaign held in a common language? And is multilingualism entirely useless?

Where is political discussion produced? In what context? In which places? What influence has the distinction between city and periphery? How does this affect Europe and the rest of the world? Who speaks for London and who for New York? And how do you speak from London and how from New York? Who speaks for provincial Italy, Turkey, Mexico?

Parliaments are both functional buildings and monuments of political and national identity. How has their function changed? What is their monumental value today? Do democracy and nation still need a solid building for their representation? How utopian may a parliament building be?
